What is a neighborhood plan?
A neighborhood plan is a field guide for leaders in city government and at Slavic Village Development. From the homes where you live to the parks where you play and the roads you take to get there, the neighborhood plan will help community leaders make decisions about future development, investments, and programs in Slavic Village to best meet your wants and needs.

How will the plan impact me?
- For residents, it gives voice to your hopes and concerns for Slavic Village’s future. It also prioritizes the actions the City and Slavic Village Development can take to address them.
- For community organizations, agencies, and charities, it identifies goals for the us to work towards together and actions you can collaborate on.
- For businesses and developers, it shows where and how we will support economic growth and development.
- For City departments and elected officials, it outlines when, where, and how investments, policies, and city programs can be implemented based on resident needs.
Who is making the plan?


Why now?
Slavic Village and the City of Cleveland are in a season of change.
- Businesses are bouncing back from covid
- The City is changing the way it thinks about development by switching over to a form-based code, which focuses on how development looks and feels instead of what it is used for.
- For example, current zoning says things like “This building should be a school.” Form based code says things like “This building should be 2 stories tall, should be close to the sidewalk so it is more walkable, it should have windows on the front to be more inviting, and it should have trees and benches nearby.”
- More and more people are renting their homes than owning them
- RTA is conducting a vision for the Broadway corridor based on transit oriented design, which finds ways to make travel easier for non-car users such as bus riders, bikers, and pedestrians.
- A lot of development has been happening in the neighborhood, such as the Rising and Trailside
We want to be sure we are prepared for that change and able to retain what makes Slavic Village the gem it is. By collaborating with community members, the City, and organizations throughout the area, we are able to have a shared action plan for the future.

How will the plan get made?
The Slavic Village Neighborhood Plan will take place in 4 key phases with ways to connect with our team and inform the plan throughout the process.
- Phase 1 Dreaming | Our team will do research on data, trends, and more to learn what is happening today while chatting with you to create a shared vision for the future of Slavic Village.
- Phase 2 Testing | We’ll share out what we’ve heard and review some decision-making tools, types of development, programs, and more that could help bring make your dream a reality.
- Phase 3 Creating | We’ll take all your feedback and use it to build a plan for the future, share that draft plan, and get your feedback to improve it.
- Phase 4 Acting | The plan will be finalized using the latest feedback, adopted, and shared out so we can start implementing the plan and making your vision a reality.
